    Don has practiced Professional Public Procurement for more than 43 years and has facilitated a number of classes where he has utilized his experiences and education to guide others toward increased procurement efficiency and effectiveness. He has developed policy at both the State and the University levels while also being actively involved in drafting legislation to improve state laws related to Procurement. In 2023, Don retired from Mississippi State University where he was the Associate Vice President & Chief Procurement Officer at Mississippi State University. He previously served as the Director of the Office of Purchasing and Travel for the State of Mississippi, the central purchasing authority for the State. His experience at both the state and University levels, as well as his affiliation with multiple professional public procurement organizations has afforded Don the unique opportunity to work with and assist procurement professionals from all sectors of Government. Don is a Past President of the National Association of State Purchasing Officials and was a charter member of the Mississippi Association of Governmental Purchasing Agents. Don is a Past President of NIGP as well as a Fellow of NIGP. Don serves as an instructor for NIGP and has a strong passion for continuing education and certification. He has served as the Chair of both the UPPCC and the NIGP Certification Council. While Chairing the NIGP Certification Council the NIGP-CPP was developed and rolled out to a strong welcome from the profession. His passion for education and certification inspires him to help people to improve their competencies in the procurement field. Helping people realize the impact they can have on the world, “saving the world one purchase order at a time”, is a goal Don continues to work toward.

Objectives

In order to successfully earn a digital badge, learners must:

  • Create a protest procedure.
  • Identify the most common causes of protests.
  • Process and respond to protests appropriately.
  • Determine the sustainability of a protest and respond appropriately.
  • Develop solutions to prevent a recurrence of the protest conditions.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Senior-level public procurement professionals and senior-level central warehouse professionals who already have an in-depth knowledge of public procurement and handle or manage high-level, complex procurements for their respective entities.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created entities) who either handle or manage high-level, complex procurements. 


Completion Requirements

In order to successfully complete the NIGP Competency Module, learners must:
  • Attend and participate in the entirety of the instructional event (including pre-work).
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination.

Cancellation Policy

Registration and payment must be received 30 days prior to the seminar start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 30 days of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
