  • Socioeconomic Benefits

    CANADIAN Benefits expected to result from a project such as Canadian content (percentage of total project funds to be spent directly and indirectly in Canada), person-years of employment, and monetary value of industrial offsets (e.g., technology transfers, non-project Contracts, investment). May also refer to any environmental aspects of the project.
  • Socioeconomic Programs

    Using governmental purchasing power to promote public policy. Examples include encouraging living wage programs in public contracting, establishing small business and minority procurement goals, and establishing environmental procurement initiatives. (Schiller, 2000)
  • Soft Currency

    A currency that is expected to drop in value relative to other currencies. Global currency fluctuations impact supply and demand and pricing of commodities in the global marketplace. For example, gas and oil prices may be impacted by a currency devaluation in China. (Martin & Miller, 2006)

    A business owned and operated by one individual; the most common form of business organization in the United States. (Schiller, 2000)
  • Sole Source Procurement

    A non-competitive method of procurement used when only one supplier possesses the unique ability or capability to meet the particular requirements of the entity or because only one supplier is practicably available. The entity may require a written justification from the end user explaining why only this supplier can fulfill the requirement.
  • Sole Sourcing

    CANADA Under government policy, this non-competitive method is used, subject to obligations under the trade agreements, only when there is only one qualified company that has developed a patented or copyrighted product or service; when the product or service is required immediately due to a pressing emergency; or it is not in the public’s interest to hold a competition, for example, for requirements falling under the national security umbrella.

    An Invitation for Bids, a Request for Proposals, telephone calls, or any document used to obtain bids or proposals for the purpose of entering into a contract.
